Bud Flood Jr. was born in the Midwest to Beatrice and Bud Flood Sr., the joint owners of a small, privately-owned farm. The Floods raised chickens, hogs, and sheep, and made their living off of these animals and the needlepoint and other crafts Beatrice did in her spare time. Beatrice was a very frail woman, and could not assist her husband and son with the farm duties. Bud Sr. also acted as a volunteer fire fighter and was a rodeo clown at the Annual State Fair. Bud Jr., incedentally, was the reigning greased-hog wrestling and calf lassoing champion at that same State Fair for seven consecutive years.
When Bud Jr. was thirteen, his father was killed by a wild stallion at the rodeo while saving the wrangler. Bud Jr. became the manager of the Flood Family Farm by the time he was fifteen, and both his mother and the rest of the community assumed that he would continue to act as such throughout his life. But Bud hated the farm, and daydreamed of expensive sports cars and huge bank accounts. His girlfriend since childhood, Gayle Westhoundlin, also dreamed of leaving the small town they lived in and becoming a famous country-western singer (she often performed together with Bud, who also sang and played guitar, at the Fair). Bud swore to her that he would take her away to the city, and they became engaged, planning to elope.
But the farm fell under hard times when all of the hogs fell sick and died, and Bud had to work twice as hard on the farm, and at the feed store, to make ends meet. Frustrated with the way his life was going, Bud concentrated on his studies, and when he applied to a few universities, he was accepted to every one, and offered scholarships as well. When he turned eighteen, the farm legally became his, and upon graduation from high school, he announced to his mother that he was leaving to further his education. He would sell the farm and give her the money, and she could go live with her sister on the coast. She was shocked to hear this, but there was nothing she could really do, as the farm was legally Bud's. Bud then told Gayle that when he was successful, he would come for her.
Then he left. He attended a prestigious university, joined a business fraternity, and became a dj at the campus underground radio station for extra pocket money. He became interested in bottled water at a campus job fair, and interned himself with a local company importing mountain water from Swizzleland. He involved himself with a small collection of corrupt quality inspectors who were stealing quantities of water, exporting it, and selling it for inflated amounts of money--which they pocketed. When the scam was uncovered, Bud managed to escape conviction when he paid a fellow intern to speak against the inspectors' testimony.
Bud stayed with this same company for a year, then went abroad. He bought a small spring in Germany and started a bottled water company around it--Bud Flood's Sparkling Pure Mountain Magic (I might add that the spring was not in the mountains). He based the company in St. Canard, and upped his profits by adding plain filtered water to the spring water.
Bud returned to his home town for his mother's funeral (she had insisted in her will that she be buried next to her husband). Gayle was, in fact, still waiting for him (it wasn't as if they never corresponded by mail or anything). But Gayle didn't like the new Bud--he was cold and power-hungry, and she bitterly broke off the engagement.
Bud was angry rather than heartbroken, and he returned to St. Canard alone. He really felt that Gayle had turned him down because he wasn't rich enough, and he set out to methodically wipe out all of his competetors so he could corner the market and make more money. He started poking around the S.H.U.S.H. building, and found a few containers of unidentifiable liquid in a back alley. The containers were marked 'Poison', so he figured he would pollute his competetors' water supplies with it. If anyone suspected him, he would simply plant one of the containers at the next crime scene (the containers were also marked 'S.H.U.S.H.'). But Darkwing interrupted him in the act of polluting Koo-Koo's water supply, and Bud accidentally tumbled into the vat in his surprise.
The experimental concoction, in conjuntion with the water, altered his body chemistry bizarrely (to say the very least). He became a mass of living water, and also gained the ability to mentally manipulate water molecules. He named himself the Liquidator, and plunged (heh heh) into a life of crime. He is now a member of the Fearsome Five, but also works alone on many occassions. He harbors a deep resentment towards Darkwing, whom he blames for his transformation. Although being the Liquidator has given Bud power in a way he had never imagined (and it's a good thing), being made out of water is not a picnic. For one thing, Bud has no hope of ever regaining Gayle's love--let alone any woman's--and for this he is deeply hurt. He realizes that being made out of water may possibly grant him immortality, and he does not relish an endless existance trapped in such a freakish form. These are feelings which he does not, under any circumstances, allow anyone to discover. He relies exclusively on crime to keep his mind off of his own misery, and compulsively steals things which are really useless to him, such as money.
